China Says It Will Speed Up AI Legislation and Set Safety Standards Covering a Model's Whole Life Cycle
China's state economic planner, the NDRC, said on Nov. 3 that it will accelerate AI legislation and set safety standards covering everything from data and computing power to deployment. Bloomberg describes them as some of the most comprehensive guidelines yet against losing control of powerful AI. They will apply to leading developers such as DeepSeek, Moonshot and Alibaba. Officials said developers should disclose safety risks, incidents and vulnerabilities, and promised a transition period and regulatory sandboxes. China is signaling a stricter safety approach while US federal AI rules remain stalled.
Binance Says Hackers Used Its Internal AI Tool to Reach Wallet Staff Before the $6.3B Heist
Binance's incident report says attackers who stole about $6.34 billion in crypto on Oct. 29 got in through a fake job interview. They then used the compromised engineer's computer and an internal AI tool to compromise two employees on the wallet infrastructure team. Separately, Binance says an engineer installed a tampered Homebrew package in June while setting up an AI coding tool, and that incident exposed the wallet team's roles to the attacker. The FBI has attributed the theft to North Korea's TraderTraitor group. It shows companies' own AI tools and AI developer tooling becoming part of how attackers break in, in possibly the largest financial theft ever.
Google Will Switch Off AI for K-12 Students Unless Schools Opt In, and Opting Out Also Removes Search
Google said on Nov. 3 that next year it will turn off Gemini, NotebookLM, Gemini in Classroom and Google Search for K-12 students unless administrators explicitly turn them on. Because AI is now built into Search, schools that restrict AI entirely will also lose Google Search; Google's education VP told the New York Times that "Search and AI are deeply integrated." Given how many classrooms run on Chromebooks, schools effectively can't refuse AI without giving up the web's main search engine.
Apple Opens Siri AI to Every App, Using the Same SKILL.md Format as Claude Code
With the iOS 27.3 betas, Apple opened a Siri AI developer preview that lets any app expose its content and actions to Siri through App Intents, with access to personal context and onscreen awareness. For tasks that take several steps, developers write "app skills" as SKILL.md files, a subset of the Agent Skills format Claude Code uses. Apple now lists SiriKit as legacy. That means a cross-industry agent standard is coming to the iPhone. Apple expects the integrations to reach customers in a few months, and App Store submissions open in the spring.
Revolut Moves Its 2,000 Engineers From Claude Code to Self-Hosted GLM-5.3, Citing About 90% Lower Costs
Revolut says it cut AI coding inference costs by about 90% by making Z.ai's open-weight GLM-5.3, run on 56 Nvidia B200 GPUs in-house, the default coding model for about 2,000 engineers instead of Claude Code and Codex. Before the switch, some engineers were spending $1,000 to $10,000 a month each. Claude Code and Codex are still available but used only as exceptions. The cost and productivity figures come only from Revolut. It is a notable example of a large enterprise trading some frontier capability for open-weight economics, and a sign of pricing pressure on Anthropic and OpenAI's coding businesses.
Apple Restricts Romantic AI Companion and Dating Apps to Users 18 and Up
Apple told developers that any app offering dating or romantic-relationship features, including AI companions with sexual or romantic content, must now carry an 18+ App Store rating. New content descriptors become mandatory on Nov. 16. It is one of the broadest platform-level age restrictions on AI companions so far, from the company that controls distribution on the iPhone. It follows lawsuits and new state laws, including New York's, targeting companion chatbots used by minors.
